Digital transformation for the public sector – change that works.
Demographic change, migration, climate change, resource crises and the demands of digitalisation pose immense challenges for the public sector. Intelligent technologies are key here, but factors such as innovation bottlenecks, unclear solution landscapes, complex procurement processes and a lack of expertise are hindering the transformation. This is exactly where we come in – with a comprehensive digitalisation portfolio based on four pillars, specifically designed for the public sector.
Our digitalisation portfolio for the public sector.
Automated processes.
Reduce repetitive tasks and make administration more efficient.
With no code and robotic process automation (RPA), administrative processes can be automated quickly and without additional development resources. This saves time, minimises errors and noticeably reduces the workload.
Intelligent infrastructures.
Intelligent control of buildings, energy and the environment – through networked, data-based infrastructures for smart cities.
Sensors and smart systems use and generate real-time data for better decision-making and more efficient, data-based control of buildings, traffic and the environment.
Artificial intelligence.
Rethinking administration – AI structures knowledge and empowers employees.
Artificial intelligence facilitates the evaluation of large amounts of data and documents, for example in application processing, legal analysis or archiving. This results in traceable processes, consistent results and a clear overview of complex information situations.
Virtual spaces.
Making complex topics understandable – with immersive virtual reality experiences instead of explanatory documents.
VR is revolutionising training, citizen participation, planning and transparency by making it possible to experience topics that are difficult to convey – efficiently, scalably and cost-effectively.
We support the digital transformation of the public sector for the benefit of people and the environment – in an uncomplicated manner, based on partnership and, in many cases, without tendering – from the initial idea to the implementation and operation of sustainable solutions.

Benefits of targeted digital transformation.
Neutral consulting.
We provide our customers with flexible support throughout their digitalisation process, tailored to their individual progress. For beginners, we offer orientation workshops and strategy consulting on topics such as AI, automation, IoT, VR and smart cities. We support municipalities with an advanced level of digitalisation in selecting suitable use cases and planning implementation. Once this step has been completed, we take over the implementation and operation of intelligent solutions as required and develop strategies for further expansion.
Full range.
Our consulting and solutions portfolio combines the know-how of Bechtle's service units with the expertise of over 30 partners. With more than 40 services and solutions, we offer flexibly configurable modules and comprehensive end-to-end packages.
Rapid implementation and central coordination.
Our framework agreements enable our customers to purchase numerous services without having to go through a tendering process. As a coordinator and partner, we ensure seamless management of consulting, design and implementation during the digital transformation of local authorities – even for complex multi-project initiatives.

From concept to implementation to operation.
Market research & strategy.
Which solutions suit my needs?
Concept & solution design.
How should solutions be structured?
Tendering & procurement.
How do I write a tender correctly (in line with requirements) – and do I even have to?
Roll-out, integration & operation.
Who organises roll-out and operation across all trades and solutions?
It often takes one to two years from the initial idea to implementation. With our end-to-end approach and individually tailored framework agreements, Bechtle implements projects in less than three months. Start with an analysis workshop to gain an overview of topics such as AI, automation, IoT and VR, or go straight into operating a solution system. Our digital transformation portfolio offers tried-and-tested, application-oriented use cases with real added value for the public sector and is available to you immediately.

Linking data, unlocking potential, taking urban development to a new level: the DATEN:RAUM:FREIBURG smart city model project links and analyses data from various sources, thereby laying the foundation for innovative applications. The aim is to establish a robust data infrastructure that makes urban information from the areas of mobility, population, climate and the environment intelligently usable. Bechtle took on the role of consortium leader and, with an agile project approach and comprehensive expertise, implemented two specific use cases: ‘Live traffic data’ and ‘Digital marketing platform’ show how smart cities work today.
The city of Aalen teamed up with Bechtle to organise a virtual citizen dialogue in the metaverse, where city officials and the architect of a new swimming pool were available to answer questions from citizens. People could join in using virtual reality headsets or digitally from their own devices. The goal of the event was to encourage communication between the city and its citizens and share info about the construction project.
Mobile phone data was processed for Emmendingen city centre in order to measure visitor frequency and gain relevant insights. The analysis covered visitor numbers over recent years, the impact of city centre events and a comparison of opening hours with the number of people arriving and departing. The results were presented to parts of the city administration and owners of retail and catering businesses in order to provide data-based insights for optimising offers and events.
Bechtle supported the city of Rottenburg in developing a smart city through stakeholder interviews, a design thinking workshop and the conception of a digital platform. Following market research, solutions were evaluated, prioritised and presented to the ‘Smart Rottenburg’ working group. The chosen concept was implemented with a solution design, a feasibility study and a decision template for the 2023 budget planning. Ideas that were not prioritised were documented in a best practice list for future projects.
In order to tackle urban challenges in a more targeted manner and make data-based decisions, the city of Duisburg is considering setting up an Urban Data Platform (UDP). In an interdisciplinary workshop – moderated by Bechtle with technical support from Fraunhofer IESE – representatives from digitalisation, specialist departments, municipal enterprises and the local IT service provider discussed the potential and challenges of such a platform. Together, they identified initial areas of application and defined technical and organisational requirements for the UDP of the city of Duisburg – a valuable basis for preparing concrete, practice-oriented development projects, also with a view to a future urban digital twin.
